[webmasters] BigBiz policy on E-mail

Recently we have been made aware of email delivery problems and slowness
on our servers.  These have been traced to the use of FFA-Links and
other similar software.  These scripts generate an enormous amount of
email - many of which end up being thrown out or delivered to non-existant
addresses.  Such huge email loads compromise the server's ability to
deliver web pages and severely impact email service.  We ask users
to stop using these types of scripts, and/or disable the email feature
of these scripts.  If this policy is not acceptable, we ask users requiring
FFA-Links hosting to find a different provider.

Since we are primarily focused on delivering web pages as efficiently
as possible for all our users, we are forced to make this policy change.
